This regional innovation pole, of which the ongoing feasibility study is funded by the French Development Agency, and which involves the Region and the Wilaya of Fez-Meknes, is designed to contribute to the emergence of the traditional potential of the Fez-Meknes region (especially agribusiness) and the development of territorial growth drivers that generate wealth and employment, particularly through the entrepreneurial development in the above-mentioned sectors. The analysis of the agricultural sector of Fez-Meknes region reveals a number of restrictions hindering its development, although its leading position as one of the agribusiness regions of the Kingdom. Among such limitations, we find the fragmentation of agricultural property, which affects its effectiveness and the irregularity of rainfall and the decrease in groundwater, which have a negative impact on the farmed area and on annual production. Moreover, soil erosion, desertification and mineral depletion of the soil lead to a decrease in farmland and a deterioration of grazing lands. To meet these challenges, it is nowadays conventional to consider a "green revolution 2.0".

Involving a budget of MMAD 330, the project includes the rehabilitation of 11 historical buildings, the renovation of 8 non-architectural buildings, the restoration of a historical bridge and the development of the river and outdoor spaces. The former Cotef zone is only 20 minutes away from the Fez-Saïss international airport, the ONCF Bensouda dry port and the Fez-Meknes highway. Indeed, the land reclamation and the opening of calls for projects for the construction of industrial units in rental mode by Fez-Meknes RIC, triggered the development of this 15.2-hectare land formerly served as the Fez Textile Complex, which has long been the flagship of the textile industry in Morocco until 2005 when it ceased operating. By the end of May 2021, 20 projects have been selected by the Unified Regional Investment Commission (CRUI) following a rigorous multicriteria selection methodology (added value of the activity, investment amount, job opportunities, completion deadline, export, etc). The upcoming Ain Cheggag Industrial Park (ACIP) launched on October 14, 2020, covers an area of 81 hectares. The ACIP is a promising new hub of activity for the commune of Ain Chegag and should, meanwhile, create 7,600 direct jobs. The forecasted overall budget for the project amounts to 303 MD and is supported at MMAD 145.26, by the Ministry of Industry with MMAD 100, the Ministry of Environment with MMAD 20 and the Regional Council of Fez-Meknes with MMAD 25.26. The management of the park will be ensured by the Chamber of Commerce, Industry and Services of Fez-Meknes, while its governance will be entrusted to a central committee chaired by the Ministry of Industry, a regional committee chaired by the Wilaya of Fez-Meknes, as well as a commission for the allocation and monitoring of the development of the project. This project is divided into two distinct areas:

  • An industrial zone dedicated to leather trades and their ecosystem, which spreads over 50 hectares. Tanneries, leather goods and shoe manufacturing units will receive a leather grant, a logistics zone, multiple support activities and services as well as showrooms.
  • A new generation general industrial zone of 31 Ha. Meeting the best international standards, it includes a wastewater treatment plant (WWTP) designed to treat effluents and environmental nuisances. It also provides economic operators with high value-added services, training and logistics … etc.
Progress status: In the start-up phase. Area: 81 Ha including 50 Ha dedicated to Leather District and 31 Ha dedicated to the General Industrial Zone. Number of units: 239.

The main objective of this project is to find an alternative to the current overexploitation of the groundwater, which records an annual deficit of 100 million m3/year. The contribution of surface water is considered as an alternative to limit the pressure on groundwater. The average annual volume to be transferred is about 125 Mm 3. Indeed, the water from the dam would make it possible to serve a priority area of 30,000 ha, and to meet several objectives: of which the two most important are as follows:

  1. Stop the progressive and rapid depletion of the Saïss groundwater, caused by:
    • The irregularity and decrease in rainfall leading to an overuse of groundwater;
    • The farmers' unrestricted pumping behavior, thus increasing the overexploitation of groundwater.

This project falls in line with the royal message on the occasion of the ceremonial launch on April 5, 2008 of the 1,200th anniversary of the founding of the city of Fez. It is the first modern tannery project in Morocco. Genuine structuring project, the craft pole of Ain Nokbi is intended in particular for the resettlement of craftsmen of the Place Lalla Yeddouna in the old medina. It also aims at protecting the wadi Sebbou against polluting waste of craft activities, the upgrading and restructuring of the trades of brassware and tanning, improving the quality of handicrafts, increasing investment and promoting employment.

HM King Mohammed VI launched on Monday at the R'cif Place in Fez, the program to enhance economic activities and improve the living environment in the Medina of Fez (2020-2024), a new generation program aimed at safeguarding and perpetuating traditional trades and promoting the living conditions of citizens. This program, worth 670 million dirhams, testifies to HM the King's constant willingness to preserve the architectural and historical character of the medina of Fez and to promote the influence of this thousand-year-old city, inscribed in 1981 on the World Heritage List by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Special focus on Ras El Ma Logistics Zone: The site of the Logistics Zone in Ras El Ma covers an area of 100 Ha. The first phase of this logistic zone will be built on an area of approximately 32 Ha including the following functional blocks:
  • Logistics areas: new generation rental logistics park, SME/SMI rental park and intermediate storage, large plots for specific logistics activities
  • Service areas: road center, reception and service center for people and companies and a plot dedicated to the training center
The Ras El Ma LZ Project will be allocated a budget of MMAD 100 as part of the Regional Development Program of Fez-Meknes region for the renovation of the first phase covering an area of 32 hectares.
